- Stir with a wooden spoon until the mixture starts to come together.
- Knead the Dough:
- Dust a clean surface with powdered sugar and transfer the mixture onto it.
- Knead the mixture with your hands until it becomes smooth and pliable, like a dough. If the mixture is too sticky, add more powdered sugar as needed.
- Form and Cut Tootsie Rolls:
- Once the dough is smooth, divide it into small portions and roll each portion into a log about 1/2 inch in diameter.
- Cut the logs into bite-sized pieces.
- Wrap and Store:
- Wrap each piece individually in wax paper or plastic wrap to keep them from sticking together.
